Lothric is not geographically close to the Ringed City even at the beginning of the game when the world is already being pulled into the sink hole. The Ringed City is the center of the world-spanning gravitational sink hole and the Dreg Heap has us leap forward in time by a lot. In-game it says that this is the same dragon slayer armor we fight in front of the Grand Archives so that defeats any possibility of it being there for political reasons. So your theory is cool but couple of big issues. The Lothric Knight fighting the fat bois in the first area was a great addition that promised political intrigue and it doesn’t stop there. I just wanna say I want political motivations to be a bigger part of the game.
